ABSTRACT
The article explores the issues facing Pacific Gas and Electric Co. (PG&E) on decommissioning cost estimates for its nuclear power station at Diablo Canyon and Humboldt Bay in California. The California Public Utilities Code mandates PG&E to create four segregated funds for decommissioning expenses. It is said that the risks in cost estimation are bias of regulators, undercollection and overcollection. One approach in expenditure planning is to determine the estimated costs in the current period adjusted by expected inflation and technology improvement.
