It argues that the progress in hardware and software technology is leading to a growth in trade that is surpassing the capacity of the U.S. Securities and Exchange Commission (SEC) to effectively regulate transactions. The Fragulator, a setup which is identical to what is being proposed, is already being implemented by the Fidessa Group in Europe.
