The article discusses U.S. loans and the U.S. Federal Housing Administration. The Federal Housing Administration is not requiring 2 appraisals on loans for properties in declining markets with higher balances for underwriting decisions. David Stevens, commissioner of the Federal Housing Administration, has stated that the 2 appraisals have not brought any benefits to underwriting.
