Impact of Alleged Russian Cyber Attacks

The article discusses the possible Russian cyber strategy against Estonia and the counter measures that can be used to prevent or mitigate cyber attacks. It explores the social tensions between Estonians and Estonia's Russian minority. According to the article, the reality of the attacks shows some important implications for Estonia and other former Soviet satellites to cooperate with North Atlantic Treaty Organization (NATO) to develop a coherent cyber strategy. Possible countermeasures to a cyber attack are discussed.
