ABSTRACT
The article reports on the study conducted by the Government Accountability Office (GAO) on the need to improve federal performance measures through cooperative efforts from the Office of Management and Budget (OMB) and the National Institute of Standards and Technology (NIST). It notes that the Federal Information Security Management Act (FISMA) states a framework that ensures the effectiveness of security controls information resources and assigns responsibilites to OMB and NIST.
