ABSTRACT
The article focuses on a study by the U.S. Government Accountability Office (GAO) on the impact of a pandemic on Internet congestion, initiatives taken to deal with this issue, and the oversight of the Securities and Exchange Commission (SEC) of these initiatives. The study reviews regulatory guidance and examinations and analyzes pandemic plans for critical market organizations. The Department of Homeland Security (DHS) is recommended by GAO to devise a plan to address Internet congestion.
