ABSTRACT
The article discusses how the U.S. Congress can address the issue of of banks that are considered too big to fail. In the authors' view Congress needs to establish rules that set limits on an institution's size and influence. Meanwhile, large banks can be reduced in size through asset sales, although diminishing their influence on the financial system would be a more complicated task.
