ABSTRACT
The article discusses the role of the New York State Comptroller as sole trustee of the Common Retirement Fund (CRF). An overview of the history of the nonimpairment clause in the New York State constitution is provided. Some cases involving the comptroller and the nonimpairment clause, including Brown v. New York State Teachers Retirement System and Sgaglione v. Levitt, are explored.
