ABSTRACT
The article focuses on the Best People, Best Council program of the Aylesbury Vale District Council in England that aims to develop transferable skills among its 620 employees to help fill vacancies internally. The program is also expected to help the council to save 1 million British pounds a year. Ann Kiceluk, council head of people and payroll, says the program have led them to significant savings in recruitment and induction costs and adds that their next step is to introduce a talent book to act as a database for spotting talent.
