The article proposes an economic theory of the wage/employment decision in the public sector in the U.S. The civilian public employment has increased significantly in years and will continue to increase. It is noted that traditional wage-theory concepts are difficult to apply in an analysis of public wage and employment determination. The analysis found that a union composed of workers who possess some of the skills requisite to proper performance of the job needs some form of job security agreement with the employing agency. Otherwise, the union may secure a wage increase that promotes increased appropriations that in turn creates the risk of displacement of these workers.
