ABSTRACT
The article presents the study by the U.S. Government Accountability Office (GAO) about the priority communication programs offered by the National Communications System (NCS) of the Department of Homeland Security (DHS) to national security and emergency preparedness personnel. GAO has examined these programs to determine their continuity in times of emergency. GAO suggests that NCS should enhance its initiatives and performance measurement by incorporating strategic planning best practices.
