ABSTRACT
The article expounds the phrase "we need more people" beyond the traditional metric of authorized versus assigned military personnel. It states that the development net effective personnel (NEP) which articulates available maintenance capacity in a more detailed manner. The article also describes how the NEP calculations were developed during the C-5 TNMCM Study II which is a project of the U.S. Air Force Logistics Management Agency.
