ABSTRACT
The article reports on the need to reduce the excessive number of jobs-related quangos to a single workplace commission, according to the Chartered Institute of Personnel & Development (CIPD) of Great Britain. John Philpott, the public policy director and chief economist of CIPD, criticized the Byzantine system of quangos in the field of employment and skills policy. Philpott said that quangocrats are influential members of a political stablishment and highly skilled in terms of the art of self-preservation.
