The article offers the author's views on the difficulties faced by U.S. Navy's submarine force including the worldwide proliferation of submarines and the decrease in its force in 2009. He states that many countries that are increasing their submarine capabilities through technologies such as air-independent propulsion (AIP) posed a threat to the Navy's anti-submarine warfare (ASW). He cites that the country's submarine force should be given emphasis to meet the country's maritime strategy.
