ABSTRACT
The article focuses on the recommendation of the Walker Review of water charging to replace the rateable value charging system by a fairer system of measured charging. It discusses the total expenditure on the installation of water meters. The three options stipulated under the European Union's (EU) Large Combustion Plant Directive (LCPD) for operators of power stations that emit different pollutants are explored. It focuses on a report which reveals that the EU is on course to meet its Kyoto Protocol target for reducing greenhouse gas emissions by 2012.
