ABSTRACT
The article presents a report prepared by the U.S. Government Accountability Office (GAO) based on its review of the disaster assistance provided by the Federal Emergency Management Agency (FEMA) during hurricanes Gustav and Ike. It states that FEMA has significantly improved its fraud-prevention controls programs but its customer service still needs improvement. FEMA's customer service makes it difficult for many real victims to apply for assistance or obtain shelter when required.
