ABSTRACT
The article focuses on the increasing piracy problem on Gulf of Aden shipping. This situation is driving a tenfold increase in vessel insurance rates. Despite that the problem draws worldwide attention, no nation is willing to assume jurisdiction over those pirates who are caught in the act. As a result, they are returned to Somalia, their usual country of origin.
