ABSTRACT
The article presents a study conducted by the U.S. Government Accountability Office (GAO) which examines the management challenges facing the U.S. Agency for International Development (USAID) in developing and implementing a strategic acquisition and assistance (A&A) workforce plan. It highlights the deficiencies of the USAID in the management of the A&A function such as the collection and maintenance of reliable and comprehensive information on the competencies of the agency's staff.
