ABSTRACT
The article discusses the lack of preparation which motivates volunteers to protect species. The U.S. Fish and Wildlife Service has initiated voluntary conservation agreements that aims to bring the prairie chicken and the sand dune. It cites the New Mexico agreements that focuses two kinds of deals such as candidate conservation agreement with assurance and agreements that guarantees public-land operations.
