Business Journal (Central New York);5/16/2008, Vol. 22 Issue 20, p1
The article reports on the argument expressed by the Unshackle Upstate coalition concerning the plan of New York Governor David A. Paterson to eliminate the co-chairmanship of Empire State Development (ESD). Paterson's move aims to promote a centralized leadership for the ESD which is essential for enhancing its competitiveness with other states. However, the coalition asserts that ESD's co-chaired structure has better served the needs of the Upstate region, such as funding several projects.
