ABSTRACT
The author reflects on the lack of right to complain revolving on the Social Fund system in Great Britain. The author is critical on the Independent Review Service (IRS) which is seemed to be bureaucratic in nature, limited in scope and inapt in approach. He believes that the IRS has never been critical as seen on the lack of quality of decision-making. He emphasizes that IRS's primary task is to scrutinize any Social Fund decision on community grants and loans.
