ABSTRACT
In this article, the author comments on criticisms regarding the cost effectiveness on the implementation of the Sarbanes-Oxley Act (SOX) 2002 in the U.S. She cites the objectives of the regulation which aims to increase confidence in public markets, and requires senior management to assess the effectiveness of internal controls. She argues that people cannot simply regulate or legislate good behavior, and the volume of regulations are useless if people will choose not to follow rules.
