ABSTRACT
The article looks at a decision of the U.S. government to compromise on a key issue affecting the greenhouse-gas limiting program. The program involves the distribution of emission permits that would allow companies to emit carbon dioxide and other gases by giving them away for free, auctioning them off for a fee, or doing a combination of the two. U.S. President Barack Obama has said that he wants all the permits auctioned off, a position not favored by many business groups.
