ABSTRACT
The article reports on issues concerning construction funding for development projects in Encinitas, California. The project to dig three pedestrian crossing, for instance, was recently approved by the city's Planning Commission and is waiting for the approval of the City Council. When construction costs were at $5 million per crossing since 2002, under-crossing diggings have been in the work at El Portal St, Santa Fe Drive and Montgomery.
