The article discusses the absence of the Terrestrial Trunked Radio (TETRA) developed by the European Telecommunications Standard Institute (ETSI) in the U.S. which instead uses the P25 network system. Motorola which is the holder of Tetra's intellectual property is cited to have refused to grant license for its use in North America. It cites efforts of TIA and ETSI to come up with a common public-safety network in the future through Project Mesa launched in 2001.
