ABSTRACT
This study, first of all aims to understand the basic dynamics of the Ottoman modernization. In addition, its basic purpose is to investigate the 'Ulema's position in regard to the problem of modernization emerged within the 18th and 19th centuries, investigate their attitude and explicate its socio-economic dynamics. In the same words, this study is important in terms of understanding the conduct of an important religious community in the Ottoman Empire regarding Westernization and its impact on the consequences of modernization attempts. This case is considered through a historical perspective. The basic approach in this study is that the 'Ulema's basic attitude and policy followed in this process is inspired by not an ideology and a religious source in general but rather political, economic and social, particularly class dynamics.
