This article discusses the start of a British parliamentary session in December 2008, which includes proposals for a draft bill covering measures on flooding and water resources, including issues around competition, innovation, metering, charging and billing. The draft Floods and Water Bill is expected to involve proposals to update the legal framework covering water resources. The Marine Bill is designed to establish a marine planning regime that will include provision for a Marine Management Organisation.
