ABSTRACT
The article focuses on the hydropower upgrade and carbon offset generation project of the Public Utilities District of Chelan County, Washington. The agency contracted Broomfield, Colorado-based MWH for the $410 million project. The district has become the first hydroelectric power producer to provide carbon dioxide offsets for the Chicago Climate Exchange.
