It says that the Paralyzed Veterans of America (PVA) will have the Advocacy-Legislation Training Seminar to bring together all the 34 PVA chapters and guest speakers such as senators and congressmen. It notes that the advocacy and legislation seminar will guide and educate the veterans on how to submit bills if they cannot get into the Capitol.
