The article discusses the different interpretations of the effects-based operations (EBO), a joint warfighting concept adopted by the U.S. Joint Forces Command. Marine general James N. Mattis clarifies that the concept is misunderstood throughout the joint forces and their multinational partners. Mattis also calls for re-evaluation of rapid decision operations (RDO) and its impact on the Marines.
