ABSTRACT
The article reports on a study revealing the failure of the U.S. government to attract small suppliers to bid and to offer them contracts because of resource constraints. The study, which was conducted by the Government Accountability Office (GAO), has shown that budget and staff cuts at the Small Business Administration (SBA) have limited its ability to work with buyers and small to medium enterprises to make deals accessible.
