ABSTRACT
This article reports on coastal drilling and the U.S. Department of the Interior. The article discusses the Department of the Interior's Mineral Management Service (MMS) and its ethical failings related to connections with the oil industry and energy companies. Despite Inspector General Earl E. Devaney's corruption findings, a moratorium on offshore-drilling expired and MMS was given the job of awarding drilling leases for the land. It is noted that it will take between two and five years to complete lease sales and that the moratorium could be reinstated by Congress before then. Information is also provided on attitudes towards drilling on the Pacific Coast.
