When the Balkan War I ended, Ottoman Empire, caught unprepared for it, was almost entirely expelled from the Balkans. During this time, the only noteworthy success was exerted by the Empire in the defense of Shkodre against Montenegro. Until April 22,1913, the fortress, defended successfully fot six months, was handed over to Montegnehegro in accordance with the term of the treaty signed by Esat Toptani Pasha. The struggle experienced around Shkodre until the spring of 1913occupied the agenda of balances of benefits of Europe and the Balkans rather than determine the relationships between the Ottoman Empire and Montegnehegro. In connection with the problem of an independent Albenia, the conjecture of the city drove Austria-Hungary and Italyinto the struggle of benefits against Slav world under the leadership of Russia. Therefore, Shkodre became one of the areas of dispute among the countries that would fight against each other in the World War I. As a result, Montenehegro evacuated Shkodre under the pressure from the prominent countries, and the area was included in the territories of Albenia so that it would keep the balances of the Adriatic.
