ABSTRACT
The article reports that Harrah's Entertainment backed out in financing the $535 million project to develop and operate a state-owned casino in Kansas. State gaming officials informed Harrah's officials the illegality of building temporary casino or postponement of the project until the credit market rebounds funding under the gaming laws of Kansas. The article notes that the back out made by Harrah's was driven by the inflexibility of gaming regulators.
