ABSTRACT
The article reports on the Office of Gas and Electricity Market's (Ofgem) refusal of proposals for the new gas interconnector between the Netherlands and Great Britain, the Balgzand-Bacton Line (BBL). It must offer a "product" to flow gas from Great Britain to the Netherlands in return for certain exemptions from the European Commission over third-party access to the link. Stuart Cook from Ofgem has suggested BBL to consider capacity auctions, indexing the price to a basket of equivalent products or setting charges based on market testing.
