War of words over resource plans

The article discusses the water resource management plans of the Water UK in Great Britain in 2008. Helen Philips of Natural England (NE) expressed its disappointment that many water companies' water resource plans, far from focusing on reducing per capita consumption and carbon usage, are not becoming effective. Industry body Water UK said NE's views were based on a dual misunderstanding and that water companies cannot impose reductions in demand or force people to cut their consumption.
