ABSTRACT
The article reports on effort of the Department of Water Resources in California in addressing the state's water crisis. It is said that the agency is planning an immediate construction of a state-run drought water bank. It is discussed that in 2009, if all goes according to plan, there will be a pool of water available into which the state's drought-hammered cities can dip.
