ABSTRACT
The article reports that buyers of the Cosmopolitan condominium along the Strip in Las Vegas, Nevada, have asked representatives of the development to return their deposits after learning the project will not be completed until the second quarter of 2010. Bill Lackey, a former real estate agent from California, says that by the time developers are projecting that they are even going to attempt to complete it, the money will have been sitting in escrow for five years.
