Two London boroughs share one HR director

The article reports on an arrangement between the neighbouring south London boroughs of Sutton and Merton to appoint a joint head of human resources (HR). Dean Shoesmith, executive head of HR at Sutton for the past six years, has had an interim role covering both boroughs since his opposite number left Merton in 2007. As part of a drive to create a shared HR service the two councils have made Shoesmith's appointment permanent. Whatever arrangement the councils select, their combined HR function may need to shrink, possibly through natural wastage.
