Reports that the Upholstered Furniture Action Council has expanded its focus to include resistance to small open-flame ignition. Decline in cigarette fires in upholstered furniture since 1978; Consumer Product Safety Commission's consideration of mandatory federal regulations designed to limit upholstery fires caused by both cigarette and small open flames.
