ABSTRACT
The article reports on the approval of an economic stimulus package by the City Council to promote economic development in Vista, California. The package is comprised of reduced bonding requirements, quicker permit process, and payment plans for traffic impact fees. Kevin Ham, economic director of the city, believes the importance of stimulus incentives to reinvigorate their local economy.
