ABSTRACT
The article describes the passing of Germany's first library legislation in Thüringen, Germany on July 4, 2008. The legislation's emphasis on the educational responsibility of libraries is noted, along with other emphases such as giving all social groups access to information, respecting electronic publishing, and improving cooperative networking. The progress of further efforts to make the support of public libraries compulsory is compared to that of other European Union (EU) countries.
