Tips reform serves up fresh challenge to restaurants

The article reports on the reaction of Martin Couchman, deputy chief executive of the British Hospitality Association, to an announcement made by the British government in August 2008 that eateries would no longer be able to use service charges to make up a worker's minimum wage. Couchman warns that many waiting staff will face increased national insurance (NI) liabilities as a result. He explains that staff who receive part of their minimum wage from the service charge were not liable to pay NI.
