ABSTRACT
The article discusses the issue regarding the issue of having a public/private partnership for the creation of 700 megahertz (MHz) nationwide broadband network for the first responders. Among the recommendations that the U.S. Federal Communications Commission (FCC) is reviewing for the D Block reauction, which is likely to occur in 2009, are the proposals of AT&T and Verizon that the Public Safety Spectrum Trust (PSST) should select commercial partners through request-for-proposal (RFP) process.
