ABSTRACT
Reports on the decision by defense secretary William Cohen and his advisors to keep a "winner-takes-all" JSF program as the basis for the draft request for proposals. Opinion that Cohen's decision is irrelevant because the decision will have to be reviewed by whoever is in the Pentagon when the time comes to sign the contract; Plans by Boeing and Lockheed Martin to test their STOVL protypes in the spring of 2001.
