ABSTRACT
The article focuses on the incorporation of a new section in the Cargo Preference Act of 1954 to ensure participation of U.S. vessels in the carriage of U.S. Government sponsored cargoes. In relation with the Merchant Marine Act of 1936, the necessity and practicability of ocean shipping is ensured, according to the article. In the absence of a centralized control, various agencies charged with administration of cargo have varying policies, many of which are not U.S. oriented.
