The article announces the proposals of the Audit Bureau of Circulations in the United States to create rules for an audit prototype that would change the look and detail of the reports used by advertisers to monitor newspaper circulation. The proposed audit report addresses the rule regarding the sale of paid circulation copies for at least half the basic or standard price set by the newspaper.
