ABSTRACT
The article elaborates the plan of Eduardo Requiao, president of Paranagu� port authority, in Brazil. He is planning to buy a dredger that will be used in the international cartel of dredging companies. According to Requiao, there is a stiff competition in the market wherein some companies asked an expensive price for dredging.
