It indicates that 21 initial public offerings (IPO) raised just $334 million in the first half of 2008 compared with 33 IPOs that raised $4.5 billion in the first half of 2007. It adds that more than 75% of the newly issued shares are now trading at a discount, while all small floats, raising less than $100 million, have lost a quarter of their original value.
