Spending Bills Move, But Problems Lie Ahead

The article focuses on U.S. spending bills for fiscal year 2009. Congressional appropriators are seeking to clear as many of the 12 individual fiscal 2009 spending bills as possible for floor action but no more than a few of the measures are expected to be enacted before fiscal year 2009 starts on October 1, 2008. As of July 8, 2008, none of the 12 measures had passed the House or Senate but the House Appropriations Committee had approved five.
